Plenary session:

TECHNOLOGICAL LEADERSHIP IN THE FUTURE DIGITAL ECOSYSTEM

Leadership strategies that will determine not only the economic development of society, but, above all, aim to move Russia to the top of the global technological pyramid, require end-to-end digital transformation in all spheres of the economy, industrial production and public administration.

The formation of a sustainable digital ecosystem is carried out by the conscious efforts of the whole society: the cooperation of science, business, production, government and social guarantees for those economic groups that will not be able to adapt quickly to the ongoing changes.

Fundamental tasks to reduce poverty and provide employment, support of small and medium-sized businesses require the creation of safe network environments for government institutions, educational, medical and social structures at the regional, national and intercountry levels.

TECHNOLOGICAL LEADERSHIP IN THE DEVELOPMENT MANAGEMENT SYSTEM

Now and in the future the technological sovereignty of Russia should be built on the basis of unique domestic information and communication technologies, which can only be ensured by the development of educational, legal, scientific, technological and industrial infrastructure.

State programmes to support the economy, science, education and business must be coordinated and supported by society, must meet the needs of personal development, traditional family values, the tasks of creating a comfortable urban environment, and promote Russia to the position of economic and political leadership in the world.

There is an urgent need for a qualitative change in the approaches of legal regulation, both in general and in certain high-tech areas and breakthrough industries, in centralized state support and stimulation of the IT development, support of new technologies and concepts of cybersecurity and personal data protection.
